When crafting the gifts at a tinkerer's workbench, make sure you have the Chemist perk equipped as this will allow you to make 2 gifts per wrapping paper instead of just one. To begin with, the odds of receiving the plasma grenade plans are greatest for the medium and large handmade gifts that you can craft with wrapping paper, so I didn't waste caps purchasing the small ones. For all the scouts out there who continue to be frustrated by these elusive plans, here's how I did it.
